Проект реалізується за підтримки Дирекції з питань розвитку та співробітництва Швейцарії (SDC).Термін реалізації проекту - 16 місяців (2006-2008). Проект впроваджуватиметься у трьох пілотних регіонах України: Волинській, Івано-Франківській областях та АР Крим.
